If a user has a customer call to cancel an order that the credit card has already been processed on the system allows the change to happen with a warning. This often creates a charge on a customers account that is not remembered or noticed. If the user was required to void that charge before changing the order into a quote it would save a lot of customer headaches.
This would help with sales teams who may or may not understand the system.
This would be used to prevent payments from sitting on a customers account with no invoice.

This happens to us off and on - and the change to a quote is either accidental or inadvertent. The end result is that we have a Quote with a PrePayment - which is inactionable from the front end.
