X3 allow for the definition of trade profiles. This is an entity that allows you to create groups of users and apply similar security setup to the group (ex: customer support, material handler, etc.). Once these profiles are defined, you have to go to the individual user record and point it towards the profile.
This process would be easier if you could define the profile and then assign users to the profile. Providing an inquiry that quickly allowed you to identify users without profile assignment would also expedite the setup process.
