For real security on a system, you must lock most users out of User Maintenance. But that means that those users cannot make changes to "their" user preferences; they have to get somebody with the appropriate security credentials to make the change for them.
Especially with the addition of the default Crystal zoom setting in version 4.40, users should be able to experiment with these settings unencumbered by security limitations and arrive at the settings that work best for them.
Some of these preferences do relate to security and should stay in the User Maintenance screen, but settings that only affect the way keys work or defaults are set should move to a different screen.

Great idea. They have the ability to change their password. Why not give them the ability to set things that have no impact on anyone else but them. The Implied Decimal Point is another perfect example.
