Add the ability to ship sales orders for customers on credit hold.

Currently, the right to create sales orders for customers on credit hold can be assigned in Role Maintenance. However, there is no option to assign the right to ship the orders.

We have customers on Credit Hold but they may pay for a specific order with a credit card or COD and we would still want to ship that order but not release that account from Terms Credit Hold.
