Update System Activity Log with changes to User Maintenance and Role Maintenance. Currently modifications to User Maintenane and Role Maintenance are not updated to the System Activity Log.

This is important for Security Audits and related Sarbanes-Oxley Act where if the User or Role was mofified it is important to know who and when the change was made.
