All legacy modules should be moved to the Business Framework for consistency and provide the numerous benefits available from Business Framework. End users that use TimeCard with Job Cost have paid their annual maintenance and waited patiently. Even if payroll doesn't move to the Business Framework, you could still move Job Cost and TimeCard to the Business Framework.
