Include a warning message in employee maintenance to indicate the user is attempting to re-use an employee number that has previous perpetual history records. Currently, when an employee is terminated and then removed at year end, the perpetual history records remain (as they should for accurate historical payroll reporting). However, this causes an issue when re-using an 'old' employee number as there is not an easy way to know if the number already exists in perpetual history.
