Right-click and click System Info shows the user who updated the Invoice. We would like to know who performed the data entry. Yes, generally they should be the same person. The Created By and On fields are blank.

This was changed in the Sage 100 2016 release. If user 'joe' entered the invoice and user 'bob' was the one that updated that invoice, when you did the right-click/System Info in Invoice History it would show 'joe' as the creator of the invoice and 'bob' as the use to last update the invoice. The Open invoice tables in both A/R and A/P also were changed to reflect the entry user as the creator of the invoice.
