Create a security or other setting to prevent a User from selecting Yes and overriding the control.

Purchase Control ByItem is populated in Purchase Control Maintenance. In Sales Order Entry, an Item is selected that is NOT in the table. A dialog appears with "Warning: You have entered an item that is not allowed for purchase by this customer. Do you want to proceed? Click Yes to allow the selected Item. Click No to clear the selected Item."
