It would be nice to have the option to inactivate Billing Rate Tables and Pay Rate Tables that are no longer used. I am not ready to delete them, but would like to make them unavailable for use.

This would be good. I would add that if you make them inactive they would go to a separate tab so there is less to scroll through.
