Change orders should be able to be tracked and billed similar to a T&M invoice as well as submitting a proposal. Using the Phases, particular change orders can be tracked. Most projects we work on, Owners will request that we give a rough budget, not to exceed, and then track our time and materials and bill as a change order to the prime contract.

I can print a T&M bill on a phase of a project for backup, but then I need to void the T&M when I create a change order to the prime contract. This is a time consuming and redundant issue. The Change Order Module should allow you to select a Phase and create the Change Order as Time and Materail.
