My state requires business licence filings by county and I really need the ability to run reports on projects based on location i.e. City of, and County of. Just the address doesn't necessarily tell me if it's city or county and I have to manually look at every project for accurate jurisdiction. Ultimately what would be needed is and additional tax district which could be user defined.

I don't know if this helps you, but we don't collect sales tax. So we use the field, sales tax district. We enter it by city and then I just include it in both that particular city and county associated with that city when I run the reports to file the tax returns.
I have been using the Userdef2 on the second tab for the county until it shows a dedicated field.
We changed several of the fields in the project dates and sales information to meet our needs
