Progress Billing lines should allow for retainage to be calculated as a percentage of billed amount OR an entered value on a line per line basis.
For example you have 10 lines on the progress billing
on lines 1-8 you want to have retainage as 10% of billed amount.
on lines 9 and 10 you want to use a fixed amount that is manually entered for each line.

This is especially helpful when I have a contract that adjusts retainage at a certain percent of completion.
I agree - we need to be able to manually adjust retainage amounts per line item.
I agree we need to be able to over write the holdback % with a value if necessary.
Please escalate this request- Several of our jobs decrease retention to a lump sum, and it is difficult to reflect based on percentages only
