When a Change Order is created that "zeroes out" a budget line, and there are no costs, that line no longer appears on the Cost to Complete screen (6-8-1.) Since this screen is commonly used for reports, (since it compiles budget, change and cost usage of a cost code), eliminating this line causes the Original Budget totals and the Change Order tooals to be "off."
