For users that only pay bi-weekly, the 5-1-11 report will not pull data because it claims the payroll record can only be for 7 days. This is FALSE. The state does accept bi-weekly submission and I have an email to prove it. If you would simple change the selection criteria to work state (like the 5-1-6 report has that option) then bi-weekly payroll could still be processed but reported weekly. The state said all you have to do is put a note that it is for bi-weekly payroll so that they realize that when both reports reference the same check # and check amounts.

  • The Federal Government requires Certified Payroll to be paid weekly. The Department of Labor and HUD have slightly different reporting requirements, but they both require employees to be paid weekly. If the funding for the project came from the Federal Government, the state is required to follow the Federal rules. It could be the project you are working on is funded with "State" only money. If that's the case, the state can set their own rules.
