Fix bug in 5-2-2 for Certified payroll entry values not saving when entered through 5-5-1

Apparently this issue is new with the latest update of Sage. When timecards are created in 5-5-1 where the value "no" is entered for Certified, this value is not saved; opening the timecard records in 5-2-2 will blank for each of the Certified "no" values, requiring additional input.
