Be able to release retention by phase level, not just on Job. Example have 2 phases, one still needs to be 10%, however the second phase needs to be at 5. Now we have to go to each phase 1 invoice and manually update the retention to be the 5%, this should be done by the program for all invoices on Phase 1.
