You should be able to see Changes and Committed Costs in the Budgets 6-2. Reports show Changes as a separate number. The Budgets should have additional columns to show the Changes. It would also be nice to see the Committed Costs in the Budgets when PO/Subcontracts are written against a budget value. It would be a quick way to see if the user has properly processed work.

Procore, which I am NOT a big fan of, has a great interface for seeing this information AND MORE real time, instead of having to run reports:
Approved Budget Changes
Approved CO's
Pending CO 's
Committed Costs

It also has real time info that only is available in Sage reports:
Job-to-date Costs
Costs-to-complete
Projected Over/Under Budget
