In the vendor profile, you can define if a vendor needs to have a purchase order or a subcontract. If this setting says the vendor must have a subcontract, then you should not be able to create a purchase order for that vendor. If the setting says a vendor must have a purchase order, then you should not be able to create a subcontract for that vendor.
