The new utility is great! The only flaw is that many manufacturers set standards at certain intervals in the year and they are not to be changed except under strict circumstances. The new utility keeps inventory in balance and posts to the GL, but if an item has zero on hand, it will still let you change the standard cost field.
So it doesn't protect standards from being changed for staff with access to item maintenance, which they need to setup new items. So they need access to Standard Cost on new records as they create them but not the ability to change it on an existing item valued at Standard Cost. This could be easily addressed with a setting that allows/disallows changes to standard cost on existing Standard Cost Valued items with zero on hand.
