The Shipping Rate table doubles as a ship via table. We are not able to use the shipping rates - they are too limiting, but we like to be able to use the codes to define our shippers.
We should be able to access the table to enter new ship via codes, without going through hoops of changing the Use Shipping code to Calculate Freight option in setup

IIG does this in our Warehouse Shipping Automation package with our Carrier Maintenance. It updates the Ship Via table to make the new ship via available to shippers.
I agree on this. Access to Shipping rate maintenance should not be controlled by a setting in setup. This controls the "Ship Via" fields for customer Maintenance/SO Entry/SO Invoicing/AR Invoicing/PO. This is a required data entry field for any order regardless whether you will be having SO calculate freight charges or not.
