Currently, MAS takes the component qty divided by 1 less the scrap percentage: C/(1-S). In this example, it would be 1000/(1-.03)=1,030.9278.
A true 3% scrap of 1000 would = 1,030.
I suggest that the scrap % be fixed to show a true amount of what the scrap should be.
