Sage 100 should come installed with 2 digit country codes compliant with ISO-3166. Avatax requires this information and being installed with USA only is short-sighted based on our global economy. Even "small" customers are selling globally via the internet. While it's easy enough to create an import for the ISO-3166 file, it should be standard information.
