If you are adjusting off a large quantity of items, you must currently choose one cost tier at a time while taking several steps to get back to the cost tiers screen. The much quicker option would be to open a screen and permit the user to select all the tiers and quantities to be credited which would then be posted as several lines, one for each tier.
