Currently, if you can modify something you can delete it, and those should be two completely different levels of security. There is no audit trail to show who deletes the item.

I would like to be able to limit a user's ability to delete items (SO, PO, etc).

In Role Maintenance, you can give View and Modify and take the Remove privilege away.
