State code is currently 2 characters throughout Sage 100. Expand State Code to accommodate state codes in other countries like Australia.

Same issue for Russia.
Some Presences are 2 digits like CE - Chechnya but the Oblast normally have 3 digits. The city of Moscow has a three digit code state/province code of MOW. The Murmansk Oblast has a 3 digit code of MOS.
I would be nice to limit countries like USA, CAN and MEX to two digits to prevent errors.
