Many clients set Retain Deleted Orders to YES so that all deleted orders are saved to History and the choice is not left with the user. The user should have the opportunity to choose the reason for deleting the order at any setting, not just prompt. It seems to defeat the purpose of having reason codes when the user decides whether or not to save the deleted PO in history.

In the 2025 Release, a new option will be added in Sales Order Options and Purchase Order Options that will require entry of a cancel/reason code when an Order/Quote is deleted, or a line on the Order/Quote is deleted.
The 2025 Release is planned for April 2025.
