We have to run the "remove zero qty costing tiers" utility daily to unclutter the lookups.
Production entry, shipping, transfers are easier to use if there are not a bunch of zero qty tiers in the distribution panel.

If you're talking about the tier lookup window, can't you create a custom lookup with a filter that only displays when Available <> 0?
