In Sage 2018+ payroll, employees are purged based on the Years to Retain Payroll History setting, which has a minimum of 4 years required. Users do not want to retain terminated employees for 4+ years.

Perhaps add an option to exclude old terminated employees from employee lookup screens. Data could be retained but not clutter up current data processing.
