Create an ability to set a deduction priority so that if employees don't earn their normal wages and so don't make enough for all deductions to withhold (a negative check). Currently the only option is to go into Payroll Data Entry / Lines for each employee / deduction code and remove the one's that should not be withhold manuall.

This hasn't been a major issue in the past because you are only talking 1 or 2 people. But with the current situation (Coronavirus crisis) this is happening on a large scale.
