Sage 100: MA Covid Recovery Assessment is new and should be a line on Tax Profile and a seperate line in tax group set up so we can set the 2 rates up for Aatrix to pull the rates correctly

The State of Massachusetts has separated unemployment tax rate into 2 different rates. 1 for unemployment and 1 for Covid relief assessment. The unemployment form has 2 lines for it and so we should have 2 rates in Sage payroll. This will allow Aatrix to pull the correct rates into the different lines on the form and no user intervention will be required.
