There have been times where people will go into a memo note and either erase the existing notes or add notes that does not pertain to the memo note description.
Can there be a way to enable memo notes locking or password protection, if I am the user who created the note originally?

Try controlling this by AR/Setup/Memo Maintenance. Select the Module and the Role of the person you want be able to Maintain or just Show Memos. You can control whether or not they can create them or just see them.
