Since the Application Sever Configuration program does not allow access to any function of the Sage Business Desktop it should not require an available User License in order to open the program. In fact it should be immune to this as it can be a valuable tool in hunting down and killing stranded PVXWIN32 sessions. I would even go farther that there should be a button added to it to launch Master Console, which of course is another tool we use to find stranded sessions.

As a side note, Sage includes 2 "free" user licenses. One for the Application Service and a second one for Sage CRM to use. if you purchase a 10 user license, when you look the modules tab in system configuration you will see 12 under Number of registered user licenses.
