Submittals are currently numbered sequentially by spec number and with every spec number its submittals start with the number 1. Therefore every project could have numerous submittals numbered 1.

This requirement is limiting and too restrictive. Construction projects are very different from each other and we need total numbering flexibility.

Submittals should be numbered sequentially independent of the spec number. If they were, then Submittals could open to the next sequential number per job. (Similar to the RFI change)
