Correct the non compliant error message on those vendors that do not have the "proof of insurance" box checked.
There should be no error message for vendors that are not checked!!
We should be getting an error message for only those we do select.
Since upgrade 12 this is an issue that needs to be corrected.

This would be helpful with two additions; vendors to have selection box to show error if required and require acknowledgement ok, or warning if expired and not required, such warning would appear briefly and fade away without requiring one to stop and click ok in dialog box. Add the expiration date to warnings and error as it can be used for other uses beside an actual expiration date (such as indicating that some but not all insurance has been received, I use 1-1-1960 when nothing has been received, 1-1-1961 when items are still missing and actual expiration date when all has been received) by setting a earlier date.
