EQ Revenue Rates should have a date associated with them so that when accruing for month end, we can use condition "date: less than or equal to" and have the EQ Rev get picked up correctly. I just accrued for week ending 3/3/17 (2/25-3/3) and used that condition (LE 2/28/17), the labor accrued correctly, but all the EQ Revenue for the whole week was accrued when I only wanted to accrue through 2/28/17
