When you make attachements to a submittal, when you send a revision, you have to delete the original attachement and then make a new attachment.

Why not have check-boxes next to each attachment to "include" or not with the submittal. Or maybe "archive", or even a checkbox for each revision (so you could see what attachments are connected to which revision of the submittal).
