Lock down the ability to add a cost code on the fly in PJ change management. I believe PM's should not have the ability to add cost codes to a project. In Change Requests, if you mistakenly click on a cost code and change it, it opens that cost code automatically.

I don't want incorrect cost codes to be added to the job and locking this down will eliminate those not authorized add cost codes won't be able to do it via Change Requests.
