Our particular need is similar to this. It is to create a shipping PO from OE when order is shipped.
Yes - and record PO number on the OE order line, and record the OE order number on the PO order line.

During receipt of PO, reminder or option to ship the sales order immediately.
CodePartners currently has a component called Create PO from OE. It automatically creates a PO entry when posting orders in the OE screen and allows the choice of different rules to determine whether creating a PO entry or not. It can also be further customized based on the user’s requirements.
