The direct supervisor of the employee should be allowed to approve and or edit the ee's timecard.

Absolutely, we need a 3-tier security (Admin, Supervisor, User). The supervisor would have a list of employees they are responsible for. This is required when dealing with larger, multi-location or distributed payroll.
There is already a supervisor approval process in 5.5 and in 5.6 the employee security feature added will permit you to limit what employee records a supervisor can see. It's already done!
I think they are referring to timecards users. This feature is not available for timecards users.
