It would be nice if their was a user option to pick which users can make groups public i.e. "All Users" in the Available To: dropdown. I would expect to see the choice in the User setup as an option "Set Group to Public" or something like that.

This would replace the need to have the user be an admin to set this.

This is a very common request and right now we have to add a custom asp page to go out and update the repo_privateuserid field to 0 and add a button on the group page to call that page. I've applied this on the last 5 installs FYI.
