Version 6.0 shows that this is done.
In addition to Payroll, this is a problem in other modules too. Example, some entry level users in a department need to do inquiriries but should not be able to print a range of things. Even with UI Profiles you can just go to "File - Print" and print out whatever was in the default range even if the UI is hiding the selections.
