When you choose email as workflow action, allow the email to come from whatever user clicked the workflow rule. In 7.0 you have to specify a hardcoded value for the From field. Allowing the #C or #fieldname# would be nice.
Example for this we just ran into: customer service rep solves a case so an email needs to go out from that rep to the customer saying that they solved the case. If you have multiple support reps, how do you send that out and designate the email From from a workflow?

FYI...#C is for evaluation not for merge field values.
Suggestion: Within the screen of the workflow send email setup if you scroll down the list of users you will find several fields available for merge fields for example --CaseProgress-Assigned To--.
