There's currently a fixed 1-to-1 relationship between Cost Type and Category. PJC would be much more flexible if we could select the cost type for each category after it is added to a project.

I agree, I don't like having to land in a different category depending on the type of entry. Would this functionality enable the combination of Materials and Labor under the same category?
I am assuming the question relates to Cost Class - Cost type and Cost Category coding process.
Combination of Materials and Labor under the same category should be set up under Misc. cost class. In PJC one cost class can't be Labour and Material at the same time. If it did, than we need to be able to modify cost class at the time of input.
i.e TimeCard process will enforce cost class, not the cost category setup.
For example, Mileage can be tracked under Equipmemt, Labour, and Misc.
If I want to track EE's mileage in TimeCard I need to setup as Labour cost class, if I want to automate for PJC Billing purposes, It may be advantages to use as an Equipment code, however I can't use Equipment cose in PJC TimeCards, which limits TimeCard entry process.
