Please modify the logic for the Restart Maintenance prompt so that when you first log in you do not see the message displayed for a process that you did not run. In other words only the originating user should receive the message that their process did not complete, and not all users. This causes all sort of confusion when, for example, an inventory manager logs in and receives the message when the incomplete process is Bank related.

It already works that way (assuming all of the users aren't sharing the same user ID). Only the ADMIN user receives the Restart Maintenance message related to any/all users restard records. Other user ID's will only receive the message for their own restart records.
