It is quite common to have a Blanket PO from a customer when pricing and quantity per year (or no expiration date if needed) has been agreed. Then as the customer needs a release, they send a release PO, we are then able to release from that master blanket PO and the quantity open on the blanket reduces by the amount of the release.
The same is needed in Purchasing as we like to have blanket orders with some vendors for items that we have negotiated special pricing on, then request a release as we need to.
This is all in comparison to our SBT/Accpac Pro days when we had this most basic of features that I would have expected 300 to have.

Please add the Blanket Order option to the OE Orders - this would allow for a ceiling on the Qty Ordered/Purchased at a given agreed upon price. The OE Future or OE Standing Order both don't have a Qty Ceiling option - it's either a single use future dated OE Order or it's repeatable indefinitely. The PO Module already has the Blanket Order functionality.
And Contract Pricing is a given price for a period of time not a Quantity.
The OE Blanket Order option would also match what a customer sends to us the Vendor.
There might need to be an additional distinction between Qty on BO and Qty on Blanket Orders for restocking considerations.
Multiple OE Orders of an Active or Future Order Type wouldn't work as the customer may not know the exact release date or Qty for each release when they place their Blanket PO.
