Currently, when a terminated/inactive employee is rehired, their prior EI history in CPEUIC is flagged as having been included on a prior ROE, whether or not an ROE was actually completed. There is no documentation about this, or warning to the user that this will happen. So users will often make an employee temporarily inactive without needing to create an ROE and without realizing the impact on the ROE history when the employee is set to Active again.
Ideally, when re-hiring an employee (setting an employee back to Active):
- the employees screen should warn the user that previous EI history will be excluded from future ROE's, and give the user the opportunity to at least go and generate the ROE/report for future use
- even better, there should be an option when preparing ROE's to override the flag and (with the appropriate warning) include prior ROE history on the current ROE.

Correction: the help properly indicates the consequences of setting an employee back to Active, but the other comments still stand...
