This is a major inconvenience in the day to day use of Estimating!
This same issue affects default selections in assemblies. Instead of going to the default selection it makes you navigate through the entire list to get to it. Very time consuming.
Please just put it back like it was in V17. When you select Substitute,you would be taken to that item in the list and could start you selection from there!
This was fixed in 18.12
