We do not use "item/phase" that all estimates open in. All estimates are sorted by a custom sequence. I wish we could set the estimate to open in that sequence.

If I understand your request correctly, this can already be done. Check out the results after going to
File>Options>Spreadsheet>Select Open Estimate in Last Sequence.
