Sage 100 Contractor: Daily Payroll "Certified" field is not pulling from employee screen when Job field is unchecked

Shouldn't the certified field in the 5-5-1 screen default to the employee certified payroll indicator in 5-2-1 when the "Requires certified" 3-5 job field is unchecked for that particular job? Right now, its just blank.
